Odd behavior of certain mobs after falling

When mobs fall 2-16 m sometimes they jump like crazy

Can you upload a screen recording or otherwise more precisely describe the scenario? I've tried summoning monsters at 20 blocks up and they seem to behave normally.

It's usually between 16 and 2 meters and they should fall on their own usually.
Edit: Whoa, upon testing, I just killed some wither skeletons and the 2nd one I killed dropped a skull with a unenchanted diamond sword!
Anyway, I just made a 16x16meter platform of dirt /fill ~15 ~ ~15 ~ ~ ~ dirt in the air and placed a block to the side with a trapdoor on the side, then place a dirt block 2 meters over and a trapdoor facing the other and opened them and spawned in a wither skeleton /summon Skeleton ~ ~ ~ {SkeletonType:1} on the 257 meter platform and stood on the separate dirt block and went in survival /gamemode 0. The skeleton fell upon chasing me and jumped to try to get to me. I fell down and he stopped jumping and spinning.
Edit 2: I forgot to mention I punched him to make him attack.

The skeleton skull shows where the wither skeleton was and the Steve head shows where I was.
The ground level is Y=63, and it says Y=64 when I stand on it, and Y=78 is the platform, and Y=79 when I stand on it.

Is this still an issue in the most recent versions (i.e. 1.10.2, or 16w42a) of Minecraft?
