paricle command not working relitive to anything other than entity running it

paricle command only play at direct coords or relitive to the command block or player disregards @a @p @r and @e along with any data values such as [type= insert entity here ]

not resovled.... the force / normal operator doesn work still spawns particles relitive to the cammand block
