[MC-69038] /help in a command block shows /effect syntax

Minor issue that doesn't make sense:

Typing 'help' or '/help' in a command block and then activating it will show the /effect syntax in the Previous Output Line.

16w02a, /execute @p ~ ~ ~ /help is still affected.

The fix is very interesting...

However it is not fixed for 16w02a when using /execute:

/execute @p ~ ~ ~ /help

I'm not going to waste any more time on this ticket while more pressing issues still need to be fixed for a stable release! You could've guessed how serious this "problem" is by looking at the "fix" I implemented in 16w02a 🙂
