Screen shot is linux "top" command. Both servers are with the same world, same everything actually, just in different folders, and using different minecraft_server jar files. Both servers have 0 players logged into them.
One is green is 1.7.10 minecraft_server file, the one in Orange is 1.8 pre 1 minecraft_server jar file.
When players log on, the 1.7 server is only about 40 to 60% cpu, but the 1.8 goes to 200 to 250%.. Screen shot is with 0 players logged in though.

Just some follow up on additional testing.
1) This is still an issue with Pre release 3
2) I have found that cpu calms down if everyone goes to the nether or to the end, meaning the CPU will go to about 60% usage. But as soon as one person goes to the overworld cpu goes right back to 230 to 260% cpu usage again.
I have tried a number of things such as deleting the level.dat etc.. but nothing has worked.
As there have been no updates by Mojang about this, I fear my only option is to dump our world and start a new world as I see no lag if I generate a new world in 1.8. Meaning this only seems to happen with worlds generated before 1.8 snapshots.
Hopefully this additional information will help.
They need to fix it, i doubt people will want reset their worlds. Think projects like westeros etc. The problem might even exist in 1.8 worlds too its just that they are smaller (not so much built/generated). Try having 1-2 persons going by minecart in the nether while some are still in the normal (over)world, that kills my server basically and becomes very laggy (server even crashed once).
Is this still an issue in the current Minecraft Snapshot 15w47c or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
