Beacon beam disappears when looked at

I had a beacon at 67 or so elevation and everything was fine, I moved it down to bedrock level (~5) and now when on the surface the beacon beam is not visible unless it is just on the edge of my field of view. The beacon effect is still present. Adding or removing glass over the beam (to change color) does not change this behavior.
