Instead of my skin, the game loads a screwed up steve skin. I'll attach what my skin is supposed to look like and what my skin is actually showing up as

The resource pack only makes a difference for players who haven't set a skin.. this guy quite clearly has. Unless skin servers are down.
Then it would still be a duplicate of MC-67608. It is not just a messed up skin, because the skin has transparent parts, which is not possible in vanilla.
