It is possible to get a oak wood slab variant from a stone slab block by running /setblock ~0 ~0 ~0 stone_slab 2
Is this for compatibility with older worlds or a general bug?

intended, before 1.4 these were the wood slabs you get, for compactibility with old worlds, the block remains, but the crafting changed to the new block
