The fall_one_cm objective is not tracked when in creative mode

The bug

The minecraft.custom:minecraft.fall_one_cm objective is not updated when the player is in creative mode.

To reproduce

1. Be in creative mode.

2. Run

   /scoreboard objectives add fall minecraft.custom:minecraft.fall_one_cm

   and

   /scoreboard objectives setdisplay sidebar fall

3. Fall from a high place and hit a block when landing.

Observed result

The scoreboard objective is not updated.
