[MC-70358] Beacon don't reload at time

Beacon effect does not reload before it's ended ! Now it seem to stop a few second because it comes back.
That make the inventory interface move while using inventory, moving objects, etc. see the screenshot 😉

Ok...
So the bug is : I never had lag before 1.8, now I have a looooot of it. Especially Tick Lag that makes Horses, Minecarts, Beacons, Boats.... Useless...
And people say we can't go back to 1.7.10 without losses 😞.
