minecraft 1.8- no resource pack folder created in new directory

When I go to insert a resource pack and click the 'open resource pack folder' button, an error message pops up saying that windows cannot find the folder.

Environment

windows 7 32bit, java 1.7.0_67, 4GB ram, intel graphics family
