Black border surronding the world

A black (sometimes) blinking border is sighted around my minecraft world no matter where i play, as long as it's just 1.8 full release.

The border is what i would point out as a maybe a lightning bug?

I have seen an issue about this when 1.8 was in pre-release but it's now active again, so please look into this. No recourse pack was used during the taking of this picture.
