Can not craft a fence

I was mining and got some wood from a mineshaft. I used the wood to make sticks, with the intention of using the sticks to make a fence

What I expected to happen was...:
To make a fence

What actually happened was...:
It didn't make a fence

Steps to Reproduce:
1. Mine some wood from a mineshaft
2. Make sticks with the wood
3. Try to make fence out of sticks

(I didn't attempt to make a fence before this point, so not sure if that is was what caused it / is causing it) I can make gates, ladders and doors
