1.8 Lighting Glitch

I'm in my survival world on normal mode in a customized world, and for some reason, when it is night the light level is 15. When I am in the shade it starts going down, but at night it is always level 15. No mobs will spawn. I have switched to creative in this world, and have command blocks because I am doing a command block survival. I have also teleported and set the time in this world. Mobs spawn in my other worlds though, and that's what is most confusing to me.
