[MC-71403] block break animation is not always shown when looking straight down

Same as MC-234 except for the digging up part, that seemed to work fine when I tried to reproduce it. Plus I was unable to add Minecraft 1.8 to the other ticket.

Digging straight down very often results in the break animation not being displayed.

Steps to reproduce, place 10 blocks of dirt on top of each other. While standing on the highest block, aim straight down, start digging.

Result Some blocks won't show the break animation while digging through them.

Regarding the issue I described, what's the best way to add an affected version to a bug? By commenting or can we somehow propose changes to bugs?
