Setting "Music" to OFF in "Music & Sounds" from the "Options" menu doesn't mute the music, but only lowers the volume.

I wanted to mute music via "Music & Sounds" from the "Options" menu since a song I dislike started playing, but even setting it to OFF didn't mute it, only lowered the volume, and it could still be heard.

NOTE: This affects not only 1.8, but also 1.7. I don't know if it affects 1.6 or any previous versions. I don't know if setting any other "Music & Sounds" settings to OFF haves this bug either.

What I expected to happen was...:
The in-game music would mute

What actually happened was...:
The music only lowered its volume, and it could still be sighly heard (in this case I could hear it clearly).

Steps to Reproduce:
1. Turn off the music in "Music & Sounds" from the "Options" menu
2. While a music is playing, you might still hear it sighly. Altrough you can rarely just clearly hear it.
