I'm having the same issue. :/
When the new volume slider for music (Version 1.7) is moved all the way to the leftward off position, it has no effect, and music keeps playing.
What I expected to happen was the music turning off.
What actually happened was the music track kept playing.
Steps to Reproduce:
1. Wait for a music track to automatically play.
2. Turn off music on the volume settings menu.
Since the new music was added this past weekend I no longer seem to have this issue. Is anyone still experiencing this?

@Talven81: I don't think I am in 1.7.2, but in snapshots, I don't know. I didn't check again recently.
Confirmed in Version 1.7.3 as well. Setting the music slider to "0%" rather than "Off" actually silences the ambient music.
Confirmed in 1.7.4. Music starts playing immediately after setting it from 20% to OFF at about 20% volume. After repeating the process (setting it back to 20% and back to OFF) the music keeps playing, but at a faint (1%?) volume. Still annoying though (I want to turn music OFF sometimes because it just gets a little bit repetitive).
@Scott Barnkow Music keeps playing when set to 0% for me.
Confirmed in 14w04b. I turned off "Music". It turned off the regular tracks (hal, calm, piano, etc.) but doesn't turn off the creative ones.

It's happened to me many times in 14w34d as well. Music is still playing when music slider is OFF. (Note that I am in creative mode and haven't tested other modes)
Confirmed for 1.8. The music doesn't start playing on its own, but if existing music is playing and you turn the slider off, it will keep playing at a small volume.
Confirmed for 1.8 pre2. The music will in fact begin playing if the slider is set to "off", not just keep playing.
I believe it's happening in 1.8.3 for me. I don't think it usually happensโ but right now when it started playing and I turned it off, it just restarted playing again. It seems to be replaying every time I set the slider to 1 or under I think. Setting it to OFF seems to just replay the music at the level it was before it was turned off.

In 1.9 Pre-2, the music volume slider value only seems to be read when loading Minecraft, not when adjusted in-game or even when loading a new world.
Edit: OK, seems to have been an odd temporary glitch, can't replicate it right now.
I experience the same problem as Zed Ontargs in 1.9 Pre-2. Turning music on and off does not take effect until I restart the game. I tried several times and could reproduce it every time.
I have gathered video of this bug in action, though I was also experiencing another very peculiar bug that could be related. I considered creating a separate ticket for this, but decided against it.

I noticed when messing about in 1.9-pre3 that two songs were playing simultaneously. After opening my recording software, I proceeded to mess around more, playing with the audio settings and going in and out of that world multiple times.
One of the two songs I originally noticed playing together would not pause itself when the game was paused, or when I went back and forth between the main menu and the world. Furthermore, I could not turn off that song with the music slider, even though the other song was affected by it. Adjusting the main audio slider would affect both songs.
I went back into the world and flew around until I was near a guardian temple. Annoyed by all the noise, I attempted to use a /kill command to kill the guardians so I could focus on the music. Then, I noticed that by doing so I had somehow managed to make the guardian laser noise repeat itself indefinitely, similar to that first song.
By the end of the video I manage to get 3-4 songs playing simultaneously (it got difficult to tell how many there were) plus the guardian noise. The only way I was able to stop it was to restart the game.
So... What the heck is going on!?
1.9.1 pre-3: Started the game with music turned off. Loaded my world, turned music on, no song ever started playing. Quit MC, restart MC, load world, music starts immediately. (so far the same behaviour as described in my previous comment)
Shortly before the end of the song I turned music back off - and it seemed to work at first. But then I noticed that the song started playing from the beginning instead, just in a very low volume, probably 10-20%.
@@unknown: 1.11 is already markes as affected. Please check the affected versions before confirming an issue.

Two different pieces of music play simultaneously. One can be muted with the 'music volume' slider, the other only with the 'master volume' slider.
@unknown, I think that is actually MC-102403 (at least it looks like it)
MC-102403 affects any sounds. Even background music.
Can confirm in the latest release [1.12.1], music even plays itself at 100% even though I set the volume level at 15%. Only thing to stop it is to set master volume at 0%, but I don't want to play the game in complete silence!
@unknown, you're experiencing MC-102403 then probably.
You mean the ambiance music? I actually did notice this a snapshot or two back, but haven't been able to test in today's pre-release. However, I can confirm this was at least a recent problem, and it hasn't been listed under the fixes.
Essentially, the ambiance music is not tied into the sound control AT ALL, so you can't shut it off without muting the entire game externally.
