[MC-72998] Trap chest will not except items from hopper after being sorted

I have set up a item sorting system and now the trap chests are not allowing the items to enter. the regular chests do not have this issue. 1.7.9 did not have this issue. I built the same system I had in 1.7.9.

When a hopper is powered by redstone, it will alow items to enter, but not to leave the hopper, that is intended behaviour
