Tops of 2 high flowers appearing in 1.8.1-pre1

It seems that after fixing MC-62140 some 2 high flowers are now appearing as just tops. Breaking them removes the flower, but they will grow back only the tops over time. This is 1.8.1-pre1 running on a 1.8 server.
