The bug
When you enter a newly generated world you sometimes find double plants without a lower half. These are not a ghost blocks, because after reloading the world they are still there, however after some seconds they disapear like other "wrong placed" flowers (for example: flower on sand) and also right clicking them causes them to become the upper half of a sunflower.

Cannot confirm for either seed, see screenshots.

Did you went there immediately after generating the world? This is really important as the game removes these incorrect plants (like I said it is with naturally generated flowers on sand, they also drop after some seconds (about 10 maybe)

@Kumasasa, look at the version difference. Maybe it got fixed.
But I have seen today some sugar cane in my SP world that was floating, without any sugar cane supporting it. I think this happens very rarely like the plants on sand and etc.

@NekoJonez, no there is no difference between the versions, it is just that I created the report for 14w28b that's why the screenshot shows 14w28b, but it is still happening in 14w29b

This happening too but I am not describing this bug, as with the first seed you have no "structure" which causes the plant to get bugged, also MC-610 is discribing, that the plants get generated at incorrect spots, but like you see in the video, the double grass is created correct, while the peony is not

I've encountered this twice now, in Plains biomes. One of the times the peony dissapeared right in front of me. It was there and suddenly it was gone forever.

Confirmed for 1.8.2-pre1.

They always appear in the exact same spots. When you destroy them all, walk far enough away to unload the chunks, then walk back, they're there again.
It doesn't matter if something has been build in the lower part space (dirt, torch, ) it still appears where it was.
It doesn't matter if the dirt two below is gone. After leveling a very large area, lots of peonies appear high in the sky at various altitudes when the chunks re-load.
This all happens in a normal plains biome. When I obtained a 'real' peony item from a Flower Forest biome, and I rapidly planted/destroyed it, at a certain moment I had the item in my hand while the top part was planted. The half part doesn't drop an item so no dup glitch here. I haven't further experimented with this phenomenon.

Confirmed in 1.8.7! We have a SMP and after 1 month peonies started appearing everywhere for some reason! Break them unload chunks and they;re back! Can't get rid of them! Please fix quick because it makes our world ugly!

1.8.7 on a LAN connection with one other player. I (host) do not have the bug but my other player (connected player) sees upper-half Peonies everywhere he goes. He sees them in my area and his (~1000 blocks apart). Breaking them does not drop anything; they re-appear upon reloading the chunk. Where he sees these floating Peonies, I see nothing of note.

It seems the bug is still there in 15w41b.

I began seeing these recently in the latest snapshot, but they are appearing in chunks generated in much older snapshots. These are suddenly appearing on land that never had peonies before.

This happened to me when I accidentally loaded my world in 1.8.2 instead of 1.9.2. They were not there in 1.8.2, but after switching back again they appeared. They show sunflower break particles when broken.
EDIT: When broken, all touching flowers disappear.
EDIT 2: In the Debug Menu, they show up as being minecraft:double_plant with variant sunflower.

@unknown dowgrading is not supported

@Kumasasa It only happens, as far as I can tell, when the world is switched from 1.9.x to 1.8.x and back again.

@FVbico Well then this bug isn't a bug. It is a compatibility error.

It looks like since 17w47b (like 47a too) the double plants break now instantaneously.
MC-610 however still exists.
