I can't get water or any other technical block threw commands.

I was trying to get block 9 ,water, threw the give command so I could cover the nether in water, but I found that water was no longer obtainable. I looked on the wiki and it's the same with tons of other blocks that you used to be able to get. Including, flowing_water, water, flowing lava, lava, bed (I'm guessing because that would be one block bed which is technical), piston head, piston extension, double stone slab, fire, redstone wire, wheat, standing sign, wall sign, all the doors (again because they're two blocks I'm guessing), lit redstone ore, unlit redstone torch, reeds, portal, cake, unpowered and powered repeater, pumpkin stem, melon stem, nether wart, brewing stand, cauldron ,lit redstone lamp, double wooden slab, cocoa, tripwire, flower pot, carrots, potatoes, skull, unpowered and powered comparator, standing and wall banners, inverted daylight detector, and double red sandstone slab.
