realms new world merged with old world

I pulled down and old realms world and made a new world with random seed. 2 of our players (mountain standard time) joined and spawned in world with no structures and co-located. a third player tried to join (eastern standard time) and ended up in a base on the PREVIOUSLY used world. When this third player went thru the nearest portal they went to the nether but upon exiting the neather they showed up in the NEW world and caused a NEW portal to spawn.

all portal travel now links to the original world 'spawn' portal hub that used to correspond with the spawn for the OLD world. . .

it appears as if I have two completely separate overworlds linked by the original nether spawn hub because there are duplicate coordinates (F3) for completely different terrain if you travel overland versus portal quick travel

What I expected to happen was...:
I expected a completely new untouched world when generating from a new seed with no pieces of the old world.

What actually happened was...:
see above

Steps to Reproduce:
1. remove existing realms world
2. random generation of new realms from seed
3. have players join on different timezones immediately.

Is this still an issue in the current Minecraft Snapshot 15w46a or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Ticket resolved as incomplete, because no answer in a reasonable amount of time (1+ year), if it still happens, please update the ticket.
