There seems to be some kind of "state" in which some actions will cause chunks to be reloaded and/or a sudden drop to 0 fps and back up (lag spike). For a while I was just flying around in the nether getting frustrated at what seemed like random lag spikes. After I figured out that it wasn't random, I experimented with this for a while and reloaded the chunks. I didn't have the same issue after this.
Actions that cause this:
Opening chat (T)
Walking backwards (S)
Strafing left (A) (This only caused a chunk reload for me.)
Flying into the world border in the nether. (Not sure if this causes a lag spike directly.)
Known Temporary Fixes:
Manually reload chunks (F3+A)
To Reproduce this issue:
Create a new world in single player with creative mode.
Press F3.
Try doing the actions listed above.

F3 + S : Reload the sound engine and all resources
Why was this marked as "Works as intended"? I never said that I was pressing F3 and T, F3 and S, or F3 and A. The lag spikes happen when I press those keys while the F3 screen is open, but F3 is not being held down. I don't think that those actions are supposed to happen in that case because after pressing F3 and A at the same time, it works as it should.
Is this still an issue in the current Minecraft Snapshot 15w46a or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
F3+T = Reloads current resource pack (will lag)
F3+S = I forgot what this does, but it is a resource demanding debug feature
F3+A = Reloads loaded chunks
All of these are intended to cause said lag spikes.
World Border in Nether = This might not be intended
