Fall Damage does not work properly!

When falling from a high, with just protsctio IV armou, I lost 4 hearts but when I added 4 blocks to that high I only lost 3 hearts.
Also protection IV on boots works better than Feather Falling.

I made a test world for a similar (same?) bug for MC-529

Cannot reproduce, could you at least give how many blocks tall the 2 towers are?
