Pickblock not working with certain items

When using pickblock while your hotbar is full and you are holding an item that has durability it will not pick the block.

1. fill your hotbar
2. hold an item that has durability e.g. sword, shears, armor
3. pickblock on a block that isn't already in your hotbar
