This is intended, the pick-block action does not work if it would override a tool. Either free up a space on your hotbar or select a non-tool item and try again.
This is to prevent you accidentally destroying items not easily replaced, like enchanted tools. I've destroyed quite a few maps like this myself :$
It's not a bug. It's actually helpful if you've crafted a specific tool with enchants and name. If you have such a tool and suddenly replace it with pick block it'd be rather... unsettling.

Steps to reproduce:
1: Go to creative (/gamemode 1, Cheats have to be enabled)
2: Fill in one slot a Tool, a Weapon or a piece of Armor
3: Fill in the other slots items, no slot should be empty
4: Hold the Tool, Weapon or Armor
5: Try to use pickblock
Normally, when your hotbar is full of Items and you use Pickblock, the Item that you are holding gets replaced. For Tools it somehow does not work.
Can not reproduce.
