Summary:
Pick block does not work on items that are not on your hotbar. This does work properly in creative mode.

I don't think this is the same as MC-327. This one is talking about items from your inventory not being placed in your hotbar. This:
/gamemode 0/clear/replaceitem entity @p slot.inventory.0 grassThen pick-block on a grass block, it won't give you the grass block. In creative mode, the grass block would be moved to your hotbar.
edit: Well, one half of this report is a duplicate of MC-327, the other probably of another ticket.
@@unknown: You mean that also in survival mode the inventory has to be rearranged ? What if the inventory is full ? Exchange the blocks ?
In survival, even if your inventory is completely empty, apart from a single grass block outside your hotbar, using pick-block on a grass block will not move that grass block from the inventory to the hotbar. In creative, it would put the grass block on your hotbar, exchanging it with the item that was there before if necessary.
Yes, but I personally wouldn't like to be my survival hotbar rearranged at any time. To get the focus on a hot-bared block is ok, but move s/t in the hotbar is IMO a no-go.
I changed this bug to only include survival issue, please resolve this as WAI. (Exchanging blocks in survival wasn't even possible in 1.3.1)
This is possible in recent 1.9 snapshots. I think no devs have ever noticed this ticket. Should this be resolved as fixed?
