Pick block with tools/weapons

I was holding a bow and tried to use pick block on a grass block, and nothing happened

What I expected to happen was...:
The bow would be replaced with a grass block

What actually happened was...:
Nothing. I kept the bow and got no grass block

Steps to reproduce
1. Have a full hotbar
2. Hold a tool/weapon (sword, bow, pickaxe, flint and steel, compass, etc.
3. Use the pick block button (whatever you have set)
