Paintings hanging over edges

I've been trying to place a 4x3 painting(kong or skeleton ones) for 30 minutes in a row. The only places those specifics paintings would appear is hanging one block at the bottom and one block at the left of the glowstone 4x3 panel. I tried putting a border but the paintings would just not spawn.
