[MC-76109] TNT exploding in water

TNT exploding in water

What I expected to happen was...:
I planned on people as well as me using it to build good things, like mob traps
What actually happened was...:
People used this bug to cheat through water-protected houses

Steps to Reproduce:
1. Place sand right above TNT underwater
2. Ignite the TNT
3. It will break the blocks underwater

That is the normal behavior of TNT. When the sand lands, the TNT stucks in the sand block so it is no longer in water

TNT is not suppose to do damage underwater and that is that

Well the sand block falls to the spot where the TNT is, so the TNT is inside the sand block and cannot know that there is water arround it.
