It seems like you're speaking of the cave ambient sounds. This is normal, and I don't see how this is a bug. If the sounds annoy you, feel free to turn down the volume.

There are as of 1.12.2, 18 ambient sounds, ranging from spooky to downright demonic. They play while in a dark enclosed space, like a cave. They play also when near a cave, and can be a sign of a cave, dungeon, etc. They scare me too. When I heard "Cave 14" I peed myself. "Cave 17" is straight out of a horror movie. This is a very long comment for a bug report with 10 words. I hope this was useful to you.
