Bugged water generates above custom sea-level in swamp biomes

The bug

Bugged water generates above custom sea-level in swamp biomes.

These bugged water source blocks seen on the screenshots are always found adjacent to other source blocks or terrain, and always on the topmost layer of the swamp.
When a block adjacent to a bugged source block is removed or updated, the water flows in all directions as you would expect.

How to reproduce

  1. Create a customized world with the seed being 490287182 and the following preset:

After more searching I suspect that this will be marked as a duplicate. But I checked the original, duplicated issue, and it is marked as "works as intended". Said issue reports "bugs" such as waterfalls coming from high-up cliffs, which is something that is working as intended, but also this issue, which is clearly not working as intended, and seems to have gone unnoticed by the original reviewer. I believe this particular occurrence deserves it's own report, as it has not yet been properly documented.

The two most recently added screenshots are of two different copies of the same seed, with the same custom settings. The one without the bugged source blocks was generated pre-1.8. The bug only appeared when the world was re-generated post-1.8.

Also, this bug is only effected by customizing the sea level and not by changing the biome depth offset, so I should clarify that these bugged source blocks will ONLY appear on the deafult sea-level, 63.

Is this still an issue in the current Minecraft Snapshot 15w49b or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

If so, please provide the custom world preset, seed and coordinates.

Ticket resolved as incomplete, because no answer in a reasonable amount of time (1+ year), if it still happens, please update the ticket.

Still happens as of 1.12.1. I've uploaded an image that shows the issue a little better.
