The bug
Trying to run /time query invalidvalue
results in a help hint that does not mention which values are valid, they are only discoverable by using tab completion.

This report looks valid for me. The /time
command does not suggest the correct sntax when arguments are provided.
You can use /worldborder warning
in comparison and then /worldborder warning time
which does not print the same syntax help again
Is this still an issue in the latest snapshot 16w44a? If so please update the affected versions.

If I see that correctly this report was created before the command syntax changes (and the introduction of Brigadier), but in the latest versions it appears the feedback is consistent with all other commands. (Though due to MC-124634, the feedback could be improved, but for all commands.)
Confirmed, but wouldn't call that a bug. It can be expected from map makers to look up the syntax at http://minecraft.gamepedia.com/Commands#time
