[MC-78297] Flying fire charges (Frozen not moving)

Okay, before these fire charges popped up for one second randomly in 1.7, but now these are CONSTANTLY VISIBLE. There was a ghast a VERY long time ago, and I mean VERY VERY long time ago(1-2 years ago). Now there are millions of fire charges frozen in the air and it is very annoying. Plz fix! Take a close look at the picture.
