/summon command doesn't work above or below the height limit

If you try to summon an entity above or below the height limit, you will get the error message "Cannot summon the object out of the world". Unlike blocks, entities can exist above and below the height limit with no problem. The teleport command works fine outside the world, so why shouldn't /summon?
