Blazes summoned with the /summon command don't fly

is anyboby in range in survival/adventure
if not then intended, they only fly up when seeing a target

Well I'm sure they at least move about when normal, but nevermind.

Cannot reproduce in 15w47c.
A summoned blaze flies up as long as a survival player is above it.
