Peony flower appears randomly when breaking any two block tall foliage

So I was breaking things such as flowers, grass, ferns, etc and started to notice that occasionally a Peony flower would appear, floating in mid air for a split second when I broke any foliage more than one block tall. very rarely the icon of the peony flower would appear as if I was receiving the item. I have managed to catch a few screenshots of it.
