Villagers won't breed when they have full inventory

I have established basic villagers breeding farm and noticed that after certain amount of time first two villagers-farmers had stopped to breed. One of them creates hearts particles and throws bread into other, and last doesn't react any way, just continues harvesting crops (which are picked up by minecart hopper).
Assume, one of these villagers has his inventory full of wheat seeds, that's why he cannot pick up any bread, thus can't check requirement to start breeding function.

It is not about harvesting, or about villagers in single player. These villagers were breeding normally (first 20 or so babies) and then stopped breeding, but not stopped harvesting.
The issue is that one of the parents-farmers has his inventory full of seeds, he can't pick up any more items, but still continues farming wheat. System is stabilized and will not change through time. Thats the bug.

Is this still an issue in the current Minecraft Snapshot 15w47c or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
