Command Blocks Have to be Powered Twice to Execute a Command After Being Placed by Another Command Block

I was making a redstone contraption. When I used a command to replace a /testforblock command block to refresh the block, I triggered the redstone. The redstone DID reach the block, and the command did not execute. I triggered the command AGAIN, and it triggered.

it must be an error in your contraption, in my adventuremap I place a command block with pre set command with another command block, and it works fine the first time you press it

Could you please give us the exact command you used to replace the command block?
