When creating an issue, the only Issue Type provided is "Bug". This is rather annoying, as it means no-one can present ideas, which may or may not be good, to you guys. Maybe you should add some more Issue Types.

The Mojang JIRA does not have any Issue Types, other than "Bug".

This tracker is only for tracking issues with the software, not for discussion about the tracker itself... you can use some other channel for that.
I'm pretty sure the idea has already been thoroughly considered anyway, so you'd probably need to build a better case for it.
