Item Frame issue in spaw-protection area

I've created a new world on my server. After some modifications of the spawn area I have decided to add some frames with writeable books, where I took some notes about the created world.

For security reasons these books should not be accessible by other users. So I decided to set a protected area of 20 blocks and put them into frames. In this area no one can change anything by hand, except operators. For a small test I removed my user name from the ops .. and was still able to destroy and remove those frames and books in gamemode 0 and 1.

Also the behaviour of (re-)placing item frames in gamemode 0, without op permission, acts some kind of weird. When I select the item frame and rightclick on a block, where the frame can be placed, the frame vanishes from the quick bar, but doesn't appear on the block. I can get it back by rightclick again, on any block I want...
