[MC-82454] Mechanisms fail in adventure mode

On my server, nonadministrator players cannot interact with certain buttons, doors or levers. These mechanisms are seemingly arbitrary, but are the same for all players.

That returns "The target block is not a data holder block"

The blocks in question are most likely in the spawn protection zone.
