Shulkers don't despawn in Peaceful mode

Hostile mobs attack when force spawned in peaceful. However, shulkers probably shouldn't spawn in peaceful.

Hostile mobs generally despawn in Peaceful. Anyways, this bug effects all shulkers, both from spawn eggs and naturally generated (even if the chunks were generated in Peaceful)

edit: They don't despawn, but apparently no longer attack. Updating the ticket accordingly.

WAI per Searge from MC-91436:

Shulker will not despawn in peaceful mode, but they are not attacking anymore
