[MC-83227] Chance of some items that are in offhand

When placing something using the main hand, there is a chance of instead placing a lever from the offhand.

EDIT: Works with redstone dust, and repeater too.

For example, if I have cobblestone in the main hand, and lever in the off-hand, and if I were to place blocks, it would place cobblestone, but sometimes it places a lever instead.

this is normal due to the game failing to place cobble stone(maybe cuz ur too close) and thus switching the function to ur off hand that has a lever and can be placed while ur standing on
