[MC-83536] None of the potions have number ids

i had a /give command give me a potion, it gave this weird no textured thing. When I looked in the creative menu it said splash potion of harming (#0438/0) All of the potions should have different ids right? Fix it when you can

I suspect this is WAI; it seems they're changing it from using strange numbers to using a Potion NBT tag on the item.

If they continue to support /give commands with the old number ids, it'll probably be fixed at the same time they fix upgrading old worlds (which is MC-82925).
