When you fire an arrow it will go 1 block forward and plummet straight down, but it will still go to the intended destination, albeit being invisible. It affects all arrows, but I'm not sure about the spectral arrow, because I haven't tested it. It happens in all dimensions, making the Ender Dragon EXTREMELY difficult as you cannot tell where the arrow actually went.
