End portal doesn't work. (but it can place with /setblcok)

Can't create a portal.
I put the eyes but it didn't create a portal.

But /setblock x y z minecraft:end_portal still work.

Did you try destroying the blocks in the middle of the portal? Dig 1 block down and try again. This worked for me
