[MC-83911] Glowing wont show?

Whenever Something (mobs, players) have the glowing effect, it gives particles and the effect IS inflicted. but no glowing outline is shown. This seems to happen anytime the effect is inflicted. I have tryed every possible video settings and it still doesnt work.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/finding-minecraft-data-folder]) here.

Most probably caused by outdated graphics card drivers, see MC-86286
