Teleportation doesn't work when eating this on any vehicle that includes entityHorse, boat, minecart and pig.
Reproduce steps:
1) Please prepare some chorus fruits or ender pearls and any vehicle(entityHorse, boat, minecart and pig).
2) Get on the vehicle.
3) Eat a chorus fruit/throw ender pearl
What expected to happen:
Teleport to somewhere nearby.
What exactly happened:
The game screen flashes another place and then, still on the vehicle.

Confirmed in the 1.9 release. Particles are shown, the item is consumed, and (for pearls) you take fall damage, but you don't teleport.
I would, myself, expect this, as you're rooted to the vehicle. There are two ways to resolve this, however, if it is unexpected and unintended behavior:
1. Have any attempt to teleport an entity cause them to be dismounted from any vehicle which they ride.
2. Have any attempt to teleport an entity teleport their vehicle if they are riding one (or their vehicle's vehicle, etc.).
