Not entirely sure if this is a bug, or just a thing.
I planted a chorus flower and stood on it to see if it would lift me up as it grew. Instead, it passed right through me as it grew. Didn't get any suffocation damage.

Trees do the same thing, except that they suffocate you (since logs take up a full block, while the chorus plant is slightly less than a full block). The only block that pushes you upwards is the piston (or blocks connected to pistons).
