levitation effect cannot be reduced to a lower effect level unless you completely clear the effect beforehand. e.g. I got levitation 200 and am changing to 150 I first have to /effect minecraft:levitation 0 before levitation 150

Effects can only go up, not down. If you drink Strength 2 potion and someone splashes you with Strength 1, you'd rather keep the 2 right?
